Cams Upload/Download Ratio Manager

 Modified - A users security level will not be changed if he hasn't uploaded
            any files UNTIL he goes beyond the number of Free Files/Bytes
            or the actual Ratio (Complicated).
 Modified - The Bulletin has been changed.  Only the first 21 characters of
            a users name will be displayed and then his/her security level
            next to that.

            Also, the Bulletin will now only generate users who have a BAD
            security level.

  There were other minor changes here and there.  A big THANK YOU goes to
Reginald Hirsch for taking the time to BETA test the program and give his
input on the how the program should work.  Without him there would be no
Cams-UDR.
