Used to allow the user to move and resize dbedit and memoedit windows.

I tried to have it leave the memo on the screen or even the entire
box, but it is to bloody slow. So only the box outline is on the screen.  But,
this method does allow you to see what will be covered up.

Requires S87, clipper.lib and extend.lib.  Just compile and link.
